Has the ozone layer depletion really stopped? What steps should be done to fast track ozone recovery?
This article from The Philippine STAR - World Features newspaper, dated September 18, 2010, Saturday, from page A-23, caught my attention. The article entitled, UN scientists: Ozone layer depletion has stopped, discusses that due to the phasing out of chlorofluorocarbons (CFC) used in refrigerants, foams and aerosols since the Montreal Protocol of 1987 and involving 196 countries, the ozone layer should be restored by mid-century according to UN scientists.
If this news is true then it is a major accomplishment for mankind. Though half a century or 50 years estimated for ozone recovery is still a very long time, I wonder what other steps should be done in order to fast track ozone build-up?

Water shortage headlines (yesterday and today)
Scanned image above shows the headline of The Philippine Star, one of the leading newspapers in the Philippines, dated July 19, 2010. In bold letters were written, "Amid storms, no water". This is due to the fact that typhoon Basyang had passed the country, yet the water level at the Angat Dam continues to recede. Thus a 30% reduction of the water ration for the month of July was announced by Maynilad.
Front page on the Manila Bulletin dated July 18, 2010, shows a man and a child amidst plastic containers to be filled with water. Vast areas within Metro Manila and Cavite are said to experience water shortage for 12 to 14 hrs according to Maynilad (water concessionaire).
